Ανάγκη Προστασίας των Ουκρανών Ανάπηρων Πολιτών : Επιστολή Ευρωβουλευτών προς την Επίτροπο Ισότητας Helena Dalli

Η μεγάλη κρίση που λαμβάνει χώρα στην Ουκρανία δημιουργεί την επιτακτική ανάγκη αυξημένης προστασίας των ανάπηρων πολιτών. 2.7 εκατομμύρια ουκρανοί ανάπηροι πολίτες έρχονται αντιμέτωποι με την ανάγκη πρόσβασης σε καταφύγιο, ασφαλούς μετακίνησης και φυσικά πρόσβασης σε ιατροφαρμακευτική περίθαλψη.

Ως πρόεδρος της Κοινοβουλευτικής Ομάδας για τα Ανάπηρα Άτομα έλαβα την πρωτοβουλία αποστολής, με συνυπογραφή από τα μέλη του Προεδρείου της Ομάδας, μιας επιστολής προς την Επίτροπο Ισότητας, κ. Dalli.

Μέσα από την επιστολή ζητάμε την αποστολή εξειδικευμένης ανθρωπιστικής βοήθειας και τον σχεδιασμό ειδικού προϋπολογισμού στήριξης των ανάπηρων Ουκρανών πολιτών, ο οποίος θα αφορά τόσο τα άτομα που συνεχίζουν να μένουν στο Ουκρανικό έδαφος όσο και εκείνα που έχουν μετακινηθεί σε γειτονικά κράτη.

Ακολουθεί το κείμενο της Επιστολής:

Dear European Commissioner for Equality Helena Dalli, 

As you are all aware, we are facing an unprecedented humanitarian crisis in Ukraine. Since hostilities began on 24 February 2022, over 4.2 million refugees have fled the country to Poland, Hungary, Moldova or other countries, the majority of them being women, children, older people and disabled persons. Many are in need of urgent medical care. Disabled persons are facing further challenges as regards access to information about risk, safety and aid, housing, health, education and social protection. In addition, they are particularly vulnerable to the risk of human trafficking.

In total, there are 2.7 million disabled persons registered in Ukraine, many of whom have decided not or are unable to leave the country. Remarkably, Ukraine has a disproportionately high number of residential care institutions. At least 82,000 children are segregated from society, and countless more adults with disabilities are permanently institutionalised. Those Ukrainians are most at risk of being abandoned and forgotten, as there are already cut off from their communities.  

The purpose of this letter is to ask you to ensure that the organizations of disabled persons (DPOs) participate actively in coordination with mechanism activities on the ground, as well as in policy-making. We encourage you to coordinate activities and even organize a delegation in collaboration with these organizations to secure that everyone has access to food, water, shelter, essential medication as well as assistive technology such as wheelchairs, hearing aids or personal assistance.

There are many issues that need to be taken into consideration from the very beginning of all initiatives. First, the perception of disability varies from country to country. Secondly, language interpretation might be required in some cases. Thirdly, in times of war documentation is most probably unavailable. We are seeking for your support to consider the aforementioned when planning the distribution of humanitarian aid in Ukraine. Specific budget must be dedicated to disability inclusion to support refugees with disabilities, or disabled persons in Ukraine (at home and institutions) including the need for assistive devices, personal assistance and safe travel within Europe, and in Ukraine’s neighbouring countries. It is necessary that information and humanitarian aid in Ukraine are accessible to everyone.
